Judge Michael Phelan said in his Feb. 24 decision those rules that "limited a patient to a single government-approved contractor and eliminated the ability to grow one's own marijuana or choose one's own supplier" restricted patient liberties under the Charter of Rights and Freedoms. The Cannabis Control Board today advanced regulations for public comment that will allow for the home cultivation of medical cannabis. The regulations follow the requirements of Marijuana Regulation and Taxation Act, allowing for up to three mature plants and three immature plants per person and a cap of six mature and six immature plants within any private residence. They will now be subject to a 60-day public comment period. According to the reports, there are 7000 patients registered under the State Medical Cannabis Program. But, there are only four dispensaries that sell marijuana medicines. Looking at this problem, the Senate has decided that patients who are registered under the program can grow their required cannabis at home.
